Western District of Texas Files 188 New Immigration Cases in a Week, Citing Prior Sex-Abuse and Violent Convictions

Federal prosecutors in the Western District of Texas filed 188 new immigration and immigration-related criminal cases last week, from July 17 through July 23, U.S. Attorney Justin R. Simmons announced. The charges fell mostly on human smugglers and on immigrants who had been removed from the country before and returned, many carrying prior convictions for repeat DWIs, violent crimes, sexual abuse, and theft. The office highlighted several of the week's cases. The filing keeps up a pace the district has run all summer. The same office reported 450 new immigration cases over the two weeks ending June 25, also under Operation Take Back America, with smugglers and reentrants arrested near Eagle Pass among them. Border Patrol agents arrested Alejandro Flores-Martinez, a Mexican national, near Eagle Pass after his deportation in September 2025. A Butler County, Missouri, court had convicted him in 2024 of first-degree sexual abuse and sentenced him to seven years. He now faces a federal illegal reentry charge. Agents arrested Jose Luis Gutierrez-Laguna near Comstock. He had been deported for the sixth time in May 2025, drew a second illegal reentry conviction in 2024, and also carries convictions for operating while intoxicated and forgery. Near Sierra Blanca, about 10 miles east of the Fort Hancock Port of Entry, agents arrested Juan Manuel Tinoco-Oros, previously convicted of domestic violence and deported for the third time in November 2025. The repeat-removal numbers climbed higher in other cases. Prosecutors charged Raul Medina Gonzalez in Austin after eight deportations and five convictions for improper entry, and charged Enrique Alberto Oxlaj-Lopez, a Guatemalan national removed six times, who carries prior convictions for arson, theft, a DWI, and illegal reentry. Also in Austin, Luis Jaimes-De Paz, removed three times, faces an illegal reentry charge alongside three prior DWI convictions. ICE Enforcement and Removal Operations arrested Gabriel Euceda-Bonilla, a Honduran national, in San Antonio; he carries three prior DUI convictions and one for intoxication assault causing brain injury. San Antonio police had arrested Sergio Arturo Delgadillo-Ledesma in March for possession of a controlled substance, and ICE took custody of him July 16, the day after his conviction, his second for possession.
